Individuals who have been removed from an area threatened by a hurricane, wildfire, volcanic eruption, tsunami, war or other emergency in order to ensure their safety. Included are people who have been ordered from their homes by a governing authority and provided a means transportation and those who have left for a safer area using their own vehicles.
